Jefferson County MT Dec 23 2012 William Province, of Jefferson County, has been charged with several felonies for allegedly waterboarding four young children, two of whom were his own.
Province, 42, was arrested late Tuesday night as he got off an airplane in Helena from a trip to Alaska.
According to the complaint, the boys, ages 9 and up, were subjected to a water-torture technique of a type used in the military. It simulates the effects of drowning.
The incident took place over about an hour's time at the man's home in the Wickes area.
The affidavit says Province meant it as a "learning experience."
The affidavit goes on to say that while Province was in the process of waterboarding the fourth child, his girlfriend walked in and tried to stop him. He then allegedly held her arm behind her back so tight that she received a broken wrist and two broken fingers.
Province was charged with three counts of assault on a minor, one count of intimidation, one count of felony partner/family member assault, and misdemeanor assault.
He is currently the Jefferson County jail on a $200,000 bond.
His arraignment will be scheduled some time in January.
