Frederick OK Jan 11 2013 The Frederick Police Department School Resource Officer assigned to Frederick Public Schools is now on administrative leave.
Officer Justin Ray Hicks was arrested early New Years Day on charges of damaging property at Frederick Memorial Hospital’s Emergency Room and disturbing the peace.
According to an Affidavit of Probable Cause filed by arresting officer Joe T. Rodriguez, “I walked into the ER and saw Off Duty Officer Justin Hicks yelling and cussing. He (Hicks) kept repeating, ‘I want that bitch, I want ‘em.’”
Rodriguez stated he later learned that Hicks was talking about a person who had hit him in the head with a bottle. Rodriguez said, “Mr. Hicks was bleeding from several injuries to his head, left eye and ear.”
The affidavit states that Hicks was knocking “mounted stuff” off the wall and that Hicks had “a strong odor of an intoxicating beverage.”
“In order to prevent further damage or injury to anyone, Lt. Skinner and I placed Mr. Hicks under arrest,” Rodriguez wrote in the affidavit.
According to Frederick Police Chief Rick Guill, Hicks was immediately placed on administrative leave and will remain so pending the resolving of the case.
Hicks was not reassigned to patrol duty as was erroneously reported in other area news outlets.
Guill said Lt. Jay Nobles, Frederick’s first School Resource Officer, has replaced Hicks on campus.
Hicks faces charges of Malicious Injury to Property, a felony; and Disturbing the Peace, a Misdemeanor.
