
Virginia State Police Sgt. Thomas Molnar says Kiara Williams of Richmond surrendered to police early Thursday.
Officials say a woman reported being shot at by another woman following an altercation near the truck scales on I-64 near Sandston. The 21 year-old victim was not injured.
The suspect fled the scene in a vehicle before being tracked down at a south Richmond residence.
Williams is charged with the use of a firearm in the commission of a felony, possession of a firearm by a convicted felon and attempted first-degree murder.
She was being held without bond pending arraignment. It was not clear whether she had an attorney.
