Franklin County State's Attorney Evan Owens says Bill McKinney was arrested Friday following a grand jury indictment charging him with aggravated battery of a senior citizen, official misconduct, and involuntary manslaughter.
The charges involve an incident that happened July 7 when Buckner and Christopher police responded to a fight involving Roy D. Barnhart, 62, of Buckner. Owens says Barnhart was treated for a head injury at a St. Louis Hospital and later died from his injuries.
The indictment contends McKinney "knowingly caused great bodily harm" to Barnhart by pushing him to the ground and striking him in the head while Barnhart "was handcuffed with his hands behind his back."
McKinney is being held in the Franklin County jail on $500,000 bond.
