All NHS buildings are smoke-free premises except in designated smoking shelters but the Calderdale and Huddersfield NHS foundation Trust has received 17 formal complaints about smokers since April 2012.
The security teams could be deployed to move people smoking outside the hospital entrance to the shelters.
The information came to light in a report to the board of the Trust’s board of directors.
Complaints from the public said they felt like they were “running the gauntlet” through smokers and that car parks are littered with cigarette ends.
The action plan was approved as recommended and the Trust’s smoking policy will be enforced going forwards.
